  • Kristi Farquar

    Executive Director: Kristi Farquar, M.A.

    Kristi has spent decades in the industry of helping others as either a Director, a facilitator or an administrator. She possesses a Masters degree in Criminal Justice, which she obtained in 2019. She also has her basic training in the LCDC field, facilitated Aftercare programs and was a guest speaker at Victim’s Impact Panel for Fort Bend County for over seven years. She was a Director at a non-profit agency in Richmond, Texas for 17 years while simultaneously working with others in the area of recovery throughout that time. Kristi also was a guest speaker when called upon in the prison systems and other rehabilitation facilities, and she is a partner to her husband in their business that they have enjoyed operating since 1986.

    Kristi has spent the last four and a half years working with the wonderful team at the clinic as the Behavioral Health Advocate, our Level II certified BH coach, and our certified addictions coach. She has a deep seeded passion for helping others, be it in addictions or daily life, and she possesses the knowledge, experience and compassion to do so in the capacity in which God would have her serve. She welcomes the opportunity to carry the torch as the Executive Director, and plans to continue the momentum of growth and service to those without means that was passed on to her by her predecessor.

  • Medical Director: Dr. Robert Dougherty, M.D.

    Dr. Robert Dougherty earned his BS in Psychobiology from Quinnipiac University in Hamden, CT. After college, he was commissioned as an officer in the US Navy. Dr. Dougherty completed flight school in Corpus Christi, Texas and served as a Naval Aviator and flight instructor during the Gulf War. Upon completion of his initial obligation to the Navy, he started medical school at the University of Texas Health Science Center in San Antonio in 1995.

    While in medical school, Dr. Dougherty was selected as one of eight students nationally to attend the Aerospace Medicine Clerkship at NASA. He returned to Corpus Christi to complete his residency in Family Practice. Dr Dougherty is married with seven children and enjoys his family time, volunteering for the Children’s Advocacy Center, woodworking and playing guitar. He regularly rides his bicycle with his children to school and work, so keep your eyes open!

  • Dr. Sullivan, D.D.S.

    Dr. James Sullivan has been a local resident of Bastrop, Texas since 1998. He graduated from the University of Texas at Austin with a Bachelor of Arts degree in Biology in 1988 and then graduated from the University of Texas Health Science Center Dental School at San Antonio with a Doctor of Dental Surgery degree in 1993. He retired October 2018 from the U.S. Public Health Service after serving for 26 years working with the Federal Bureau of Prisons. He continued working as a dental contractor at the Federal Correctional Institution at Bastrop until March 2020. He started working at the Smithville Community Clinic providing dental care in January 2022. He is an avid Longhorn fan and enjoys spending time with his son, Aaron, who is currently attending the University of Texas at Austin.

  • Dr. Sheri Innerarity

    Dr. Sheri Innerarity

    Dr. Sheri Innerarity is a retired Clinical Associate Professor from the University of Texas School of Nursing, where she taught Advanced Pathophysiology for over 25 years. She continues to guest lecture and remains active in advanced practice nursing education and advocacy.

    Dr. Innerarity has held numerous leadership roles, including Chair of the APRN Division at UT and Vice President of the Texas Nurse Practitioners Board. She has received multiple honors for teaching excellence, clinical practice, and service, and is a Fellow of the American Academy of Nurse Practitioners.

    She currently practices at Smithville Community Clinic, providing care for adult patients with chronic conditions. With decades of experience, she also serves as an expert witness and frequently lectures on clinical, legal, and professional issues in nursing.

  • Dental Intake Coordinator: Marie Murray

    My name is Marie Murray. I worked in medical administration before retiring. My greatest joy these days is being with my grandchildren. I feel quite honored and blessed to be a part of our ministry at the Smithville Community Clinic. It's very rewarding to help those who otherwise would not have access to good dental health.

  • Dental Coordinator/Lead Dental Assistant: Stephanie Nuby

    Hi, I’m Stephanie. I am a RDA (Register Dental Assistant) with 27 years of experience in general dentistry and oral surgery. The most rewarding part of my work is helping those with high dental anxiety walk away from the office with a healthy, beautiful smile. When I’m not working I enjoy spending time with my daughter and family. I look forward to meeting you and helping you achieve a healthy beautiful smile as well.

  • Kaila Smith, APRN, FNP-C: Well-Women's Coordinator

    Kaila is a board-certified family nurse practitioner with over 10 years of NP experience. Most of her career focus has been in women’s healthcare while working in a busy OB/GYN setting.  She is passionate about combining medical care with a wellness approach to provide personalized health plans and bring awareness to the underlying causes of health issues. Prior to becoming a nurse practitioner, Kaila worked as a registered nurse in a hospital setting caring for all ages of patients which included newborn nursery and pediatric care to a wide variety of adult medical/surgical cases. Her vast career experiences all combine to create the well-rounded and passionate practitioner she is today. She is a strong patient advocate and strives to treat every patient like they’re her family. 

    Kaila spent most of her childhood in Smithville and graduated from Smithville High school in 2006. She attended Angelo State University for her Associate’s, Bachelor’s, and Master’s degrees in nursing. She is married to her high school sweetheart, Derek, and they have two beautiful little girls. She enjoys spending time outdoors, loves to go hunting and fishing with her family, attending Texas A&M sporting events, coaches softball for her daughters, and serves on the local Little League board of directors. Kaila is excited to provide an excellent healthcare option to the community that she lives in and loves so much! 

  • Meg Musselman, Nurse Practioner

    Meg Musselman is a Family Nurse Practitioner with over 30 years experience in Pediatrics,Internal Medicine and Urgent Care. She values a comprehensive approach to patient care that includes education and individualized treatment plans and goals.

  • Joy-Del Snook, PhD

    Behavioral Health Director: Joy-Del Snook, PhD

    Dr. Joy-Del Snook (Joy) is an Assistant Professor with a Ph.D. in Counselor Education and Supervision. Additionally, she is an award winning and published national and board certified mental health counselor- supervisor for the state of Texas who works with Individuals, Couples, College Students, Veterans, Individuals with disabilities, the Elderly, and the LGBTQIA population. Her experience and expertise include: disabilities (cognitive, mobility), wellness, depression/anxiety, suicidal ideation, grief/loss, substance abuse/addictions, career/academic, couples, and families.

    Through her non profit work, Joy promotes mental health awareness and suicide prevention information and support, alongside a variety of musicians and their fans, crew and producers at various concert venues across the US.

  • TJ Finn

    T. J. Finn, M.Ed., NPT-C, LPC

    T. J. Finn, M.Ed., NPT-C, LPC is a licensed professional counselor, neuro-psychotherapist, author, and mental-health advocate dedicated to making emotional wellness accessible across the lifespan. With a background in counseling, neuroscience-informed practice, and community education, she specializes in grief, trauma, resilience, and mental health support for children, families, and adults. Through her clinical work, writing, and educational programs, Finn blends compassion, research-based insight, and real-world experience to help individuals heal, grow, and rediscover hope. She is the founder of Keep Us Strong, LLC and the author of numerous mental health and children’s books focused on emotional literacy and resilience.  

  • Roxanne Hazelton: Licensed Professional Counselor-Associate

    I am a Licensed Professional Counselor-Associate (supervised by Sidney Starling, LPC-S; LMFT-S), passionate about collaborating with clients who are on their mental wellbeing journey. I believe the future is always negotiable and there is reason for hope. Change may not be easy, and may take time, reflection, and exploration. Whether you are dealing with anxiety, depression, grief, low self-esteem, or addiction, I believe we can work together to help you reach your goals.

    I use a variety of modalities in counseling practice, depending on client needs. Some of my favorite therapy techniques are rooted in Cognitive Behavior Therapy, Rational Emotive Behavior Therapy, Solution Focused Brief Therapy, EMDR, Acceptance & Commitment therapy/Mindfulness, Motivational Interviewing, Person Centered counseling, and Gestalt therapy.

    In this fast-paced time we're living in, with so much going on, it is natural to feel overwhelmed. Allow your visits with me to be a safe space of non-judgment. I hope you will view me as an ally and advocate. Together we can explore your challenges and collaborate as you move forward on your path to wellness.

  • Cindy Cogdell

    Cindy Cogdell

    Cindy Cogdell is a life long Texas. Born at her great grandmother’s home in Dallas, she grew up in East Texas. She has lived in Smithville since 1998, and loves being back in the pines. Cindy graduated from White Oak High School, and earned a B.S. in Music Education and an M.A. in Counseling Psychology from Texas Woman’s University in Denton.

    Cindy has had a varied professional life: she managed two Dallas campuses for TWU, handling admissions/registrar, financial aid and student life departments. Upon completing her master’s degree, Cindy moved to Austin, where she worked as a Legal Advocate for family violence program. She worked at Brackenridge Hospital, in the ER and Children’s Hospital, as a social worker, then filled the role of Pediatric Case Manager at the Rehabilitation Hospital of Austin. She also served as a counselor at the University of Texas during this time. Her move to social services consulting brought her to Smithville, where she spent 4 years at the Towers. Cindy began her teaching career in 2002, teaching Special Education at SHS and BHS.

    Cindy ‘retired’ after the 2013-2014 school year. She continued to work part time at the Smithville Recreation Center for a total of 17 years. Cindy still works as needed for St Edward’s University Athletics Department, working the scorer’s table for athletic events.

    Cindy spends her time volunteering at Born Again Emporium and helping with Methodist Ministries. Cindy also enjoys hanging out with her cat, Frank, and dog, Buck, and especially enjoys spending time with her niece and 3 nephews (and their significant others) and 3 great nieces and 1 great nephew.

  • Diana Villalobos: Bilingual Patient Navigator

    My name is Diana Villalobos, I am the Bilingual Patient Navigator for Smithville Community Clinic since August 2019. I became a Behavioral Health Coach in 2022. I enjoy working for the clinic because my passion is to help people. I interpret for the Spanish speaker patients in all the clinics, Medical, Dental, Women's Health along with Behavioral Health Coaching. I am thankful for the opportunity to help navigate patients through our services and make a difference in their lives.
